Threat Actor Profile - Chinese Ministry of

State Security (MSS)

This report examines the role of the Ministry of State Security (MSS) in its operations against Europe and North America in the economic, military, and political sectors. We find that the MSS has substantial success in acquiring foreign technology, infiltrating political circles, and undermining critical infrastructure. With this in mind, China has successfully undermined the strategic interests of European and North American states. This is the resilience of their democracy, their economic independence, and the potency of their militaries.

At the same time, MSS activity has reduced China’s strategic dependence upon the West, and increased the potency of its military. Furthermore, whilst there has been clear signs that countermeasures have been implemented, there is a concerning lack of resolve to protect against Chinese threats, particularly in Europe. States, particularly European ones, should look to strengthen their resolve against Chinese operations if they are to achieve security and protect their democracies.
