This report analyses disinformation campaigns across East Africa, with specific case studies of Eritrea, Ethiopia, Kenya, and Somalia.
This report uses the DISARM framework, an open-source framework for analysing disinformation and influence operations worldwide. DISARM factors such as ‘Control Information Environment’, ‘Leverage Existing Narratives’, and ‘Content Fabrication’ are assessed in this report to determine disinformation modes of operation.
Low digital literacy in the region, coupled with weak content moderation and fact-checking, extreme political polarisation, and ethnic divisions, makes the spread of disinformation highly effective in East Africa.
