Threat Actor Profile - The Russian Military Intelligence Directorate (GRU)

The GRU functions as one of Russia’s most aggressive and adaptable instruments of state power, aimed at weakening adversaries and shaping the political and security landscape in Moscow’s favour. Its approach blends cyberattacks, sabotage, espionage, disinformation and covert influence into a continuous campaign designed to remain below the threshold of open conflict while still causing considerable disruption.

Since the 2022 invasion of Ukraine, the pace and scope of the GRU’s actions have increased, with a clear shift towards employing proxy actors and using loosely coordinated “gig economy” recruits to execute sabotage and cyber operations, complicating attribution and making responses less effective. These activities pose a broad and persistent threat, from damaging critical infrastructure and disrupting supply chains to eroding public trust and political stability across Europe.
